Please be advised of the recent updates on the guidelines for submitting Revision Notice and Schedules of Submission of Produced material/s which will be implemented effective immediately at the Ad Standards Council.

I. On submitting Revision Notice.

Section 8. Securing
Clearance for Airing

 

1.
The Advertiser/Ad Agency
shall submit the final and produced material to the ASC Receiving Staff.

TVCs and RCs must be
submitted in digital format (preferably high-res to be able to appreciate the
qualifiers in fine print) and must be properly labeled with a sticker or
marked, indicating the Reference Code, brand name, ad title and company, for
easier retrieval of applications.

3.
The Ad Specialist reviews the
final produced material vis-à–vis the approved storyboard/script/lay-out.

4.
After viewing the produced
material, decision shall be any one of the following: 

a.
Approved for Airing, Publication or Display

This is given
when the final produced material submitted to the ASC is faithful to the
approved storyboard/script/compre or lay-out. The Clearance for Airing is
issued.

b.
Disapproved

This is given
when the final and produced material submitted for viewing contains elements
that were disapproved by the Professional Screener or the Screening Panel or
when the final and produced material is not faithful to the approved
storyboard/script/compre or lay-out without prior notice and substantially or
materially affects the copy, claims, visuals of the ad. The revisions or
elements added to the final and produced material requires a new application.

5.
If the final and produced
material and approved material are not the same, the Advertisers/Advertising
Agency must advise the ASC officially and in writing of the changes made 3
days prior to submission of the final and produced material. This shall be forwarded
to the Professional Screener for assessment whether the changes are minor or
materially/substantially affect the copy, claims, visuals thereby requiring
re-application.

 

Revised

Advertiser/Ad Agency must notify the ASC officially and in
writing 3 days prior to submission of produced material of their request for
approval of revisions on a storyboard/scripts/lay-out that has been given the
Approved for Production.  The Notice of Revision should be accompanied
with two (2) copies of the revised storyboard/script/lay-out which shall be
forwarded to the Professional Screener for review.  The Professional
Screener shall render any one of the following decisions:

a)
Approved –
The Professional Screener shall approve the revision/s and stamped the
revised storyboard/or script /or lay-out if the revisions are considered
minor.

b)
Disapproved
– Disapproved shall be given on the revisions if the changes are considered
major which materially/substantially will affect the copy, claims, visuals.
The Advertiser/Ad Agency shall be required to reapply.

6.
Failure to submit notice of
changes prior to review of the final produced material shall result in
non-issuance of Clearance to Air. The material must then be re-applied, with
the corresponding screening fees.

7.
The Professional Screener
shall issue the Clearance for airing upon determining that the requirements
on the comment sheets are sufficiently complied with.

8.
No Clearance for Airing
number shall be given in advance or released by the ASC to the
representative(s) of the Advertiser/Agency verbally, over the phone or
through fax. Advertiser/Ad Agency’s authorized representative(s) must pick up
their Clearance for Airing.

9. Revisions after a Clearance
for Airing has been released will be considered as a new application. The
revised material must then be re-applied, with the corresponding screening
fees.

 

II. On Submission of Final Produced materials.
The ASC’s schedules for receiving final produced materials submitted for issuance of Clearance for Airing/Publication/ Display will be as follows:
1st batch – 9am-11am
Produced materials submitted during this period will be viewed on the same day. Clearance for Airing will be issued /released on the same day provided that everything is in order.
2nd batch – 2pm-4pm
Produced materials submitted during this period will be reviewed and issued the Clearance for Airing on the next working day. Clearance for Airing will be released provided that everything is in order.
