ASC Circular 2020-004A – Bulletin #2A – Addendum to ASC Operations Under ECQ

This is being issued as an addendum to ASC Circular 2020-004 dated 16 March 2020 on the Revised ASC Operations Under Enhanced Community Quarantine based on our 4 days experience (March 17-20).

A. Ad Material Application

Strict reminders to all applicants: Only applications that follow the rules will be processed. Non-compliant applications will be returned to sender.

    1. All new applications should be submitted to ASC VIA EMAIL

A. S1 applications, please email to s1application@localhost

        • S1 application filing – from 8AM to 11AM only
          • Applications filed before 8AM and after 11AM will not be processed.
          • These need to be re-applied the following day between 8AM to 11AM.
        • Only 1 application per email.
        • On Email Subject, write Brand Name and material type being applied, e.g., ABC Food Supplement – Website Banner
        • For batch applications, email applications separately. In the Email Subject label application as Brand Name Batch 1 of X Ad Type, Brand Name Batch 2 of X Ad Type, etc. (e.g. ABC Food Sup Batch 1 of 4 Search Ads, ABC Food Sup Batch 2 of 4Search Ads, ABC Food Sup Batch 3 of 4Search Ads, ABC Food Sup Batch 4 of 4Search Ads).
        • One promissory note per application
        • Documents must be submitted in separate files
          • S1 application form (PDF)
          • Main Document – storyboard/script/layout (low res PDF)
          • Promissory Note (or ASC Voucher) (PDF)
          • All support documents in one PDF File (Zipped files not allowed)
          • Make sure to only submit pertinent pages of support documents. Please do not email an entire study which contains several pages which are not integral as support.
        • Allowed combined maximum file size of all PDF documents (a. to d.) is 10 MB   Non-compliant applications will be returned to sender.
        • 3rd party links not acceptable
        • DTI FTEB has advised that promo permit issuance has been suspended. Hence, promo ad applications without DTI permit and approved mechanics will still be disapproved
        • S1 result will be released within 72 hours from receipt of S1 application effective Monday, 23 March 2020.

 

B. S2 application and final materials, please email to s2application@localhost.

        • S2 application filing – from 8AM to 11AM only
          • Applications filed before 8AM and after 11AM will not be processed.
          • These need to be re-applied the following day between 8AM to 11AM.
        • In the email subject, write S2 – and your application’s ASC Ref. No.
        • Attach your S2 application form (PDF) and final material.
          • Indicate the material’s title (if any) and ASC Ref No. in the filename of your final material for easy referencing.
        • Types of S2 files allowed – MP4 (low res), MP3, JPEG (low res)
        • Allowed combined maximum file size of PDF document + final material is 10MB. Non-compliant applications will be returned to sender.
        • S2 result will be released within 72 hours from receipt of S2 application effective Monday, 23 March 2020.

 

C. For submission of documents to complete Incomplete decisions applied VIA EMAIL, please email these to s2application@localhost .

        • Write in email subject: For Completion – and add your ASC Ref. No.
        • No ASC Ref No., no processing
        • Documents should be in PDF format.

 

    1. For S1 applications filed with ASC on or before 16 March 2020 via offline (LTA Office) or online through the ASC online application system

  Applied Via Offline (LTA Office)

A. For Submission of documents to complete Incomplete decisions,

        • Please email these to support@localhost
        • Submit between 8AM to 11AM.
        • Write in email subject: For Completion – and add your ASC Ref. No.
          • No ASC Ref No., no processing
          • Documents should be in PDF format.

 B. For submission of S2 application and final materials

        • Please email S2 application and final materials to support@localhost .
        • S2 application filing – from 8AM to 11AM only
          • Applications filed before 8AM and after 11AM will not be processed.
          • These need to be re-applied the following day between 8AM to 11AM.
        • In the email subject, write S2 – and your application’s ASC Ref. No.
        • Attach your S2 application form (PDF), ASC stamped-approved ad material (PDF) and final material. Indicate the material’s title (if any) and ASC Ref No. in the filename of your final material.
          • No ASC Ref No., no processing
        • Types of S2 files allowed – MP4(low res), MP3, JPEG (low res)– max size of 10MB. Non-compliant applications will be returned to sender.
        • S2 result will be released within 72 hours from receipt of S2 application effective Monday, 23 March 2020.

NOTE: There will be no special screening for both S1 and S2.

B. Complaints and Panel Hearings

Panel hearings, since these require face-to-face interaction with panelists, complainants and defendants for confidentiality reasons, are temporarily put on hold because of the ECQ situation.  Hearings may be scheduled only after April 15 IF the government allows everyone to return to work

However, complaint letters can still be filed with ASC and will be accepted by ASC provided said letters follow the required format, have 3rd party support on date of airing/placement, etc., and a Promissory Note on the filing fee is submitted.

Please note that the ASC may be issuing more addendums as part of our learning curve on this new/temporary application process.

These are extraordinary times and in this self-regulated industry, the ASC is doing its best to serve its mandate of protecting consumers from misleading and fraudulent advertising.

We need everyone’s cooperation and understanding to make this new/temporary application process work.
